New York State Attorney General Dennis Vacco alleges that Louis Zacchia, an officer of the charity currently under indictment for charges stemming from the 1995 festival, is connected with the Genovese organized crime family. Zacchia allegedly ran food concessions and illegal gambling activities associated with the festival for the benefit of himself and criminal associates. Other officers of the charity are also alleged to be part of this ongoing conspiracy. The suit also alleges that the corporation deliberately under-reported income from the festival, denying the city the 20% share of revenue due it under the terms negotiated for the festival permit.
